Behaviour support software in Tasmania: clarify the application handoffs
In short: For a Tasmania behaviour support practice, software evaluation should reflect the current Senior Practitioner authorisation process and preserve responsibility across its evidence handoffs. Ask how the team identifies the Appointed Program Officer, Independent Person, current plan, application status and decision conditions. Keep a completed internal task distinct from a decision issued by the authorised body.
When several people contribute to an application, a Director needs to distinguish an unfinished document from a decision still awaiting an external response. That distinction matters when coordinating behaviour support work in Tasmania.
NDPRO publishes this guide as a commercial software provider. The evaluation questions are a proposed operational review, not the official application checklist or advice on whether a practice is authorised.
Use the current Tasmania pathway
TASCAT states that authorisation jurisdiction transferred to the Office of the Senior Practitioner on 1 July 2025. Its transition notice also explains the treatment of existing orders and applications. An old TASCAT-first template should not be assumed to describe a new application.
The Office's June 2025 authorisation process map includes an Appointed Program Officer (APO), an Independent Person, the behaviour support plan and supporting application, and the Senior Practitioner's decision. The current Disability Rights, Inclusion and Safeguarding Act 2024, particularly sections 51â52, 61â62 and 66â67, sets out the relevant application and role-approval processes. Use the current official instructions to confirm requirements.
Is an internal nomination enough to establish an Appointed Program Officer?
No. Under sections 61â62 of Tasmania's Disability Rights, Inclusion and Safeguarding Act 2024, a provider intending to use restrictive practices under Part 7 must appoint an APO and apply to the Senior Practitioner for approval of the proposed appointment. More than one APO may be appointed. Approval can carry conditions or limitations, and section 63 allows it to be amended or revoked. Current Act, sections 61â63.
For internal coordination, distinguish the colleague following up the paperwork from the person whose APO appointment has been approved. Keep the approval reference and its scope accessible when responsibilities change. A task assignment in a management tool is not evidence of the appointment's approval. This is an administrative suggestion; it does not create a substitution rule or transfer an approval.
The APO and the Independent Person have distinct roles. See our guide to Independent Person application evidence for that separate process. Approval of either appointment does not itself authorise a restrictive practice.
Review the handoffs rather than one completion percentage
Ask a supplier to work through these proposed evidence questions. The table is an evaluation aid, not a statement that NDPRO provides an official Tasmania application integration.
| Handoff | Question for the review | Evidence to locate |
|---|---|---|
| APO arrangements | Who is coordinating this part and what remains outstanding? | Relevant role and approval evidence |
| Independent Person | Has the responsible team confirmed the required involvement? | Appointment/approval reference, required explanation and next action |
| Plan and application | Does the application refer to the current plan version? | Version, responsible practitioner and supporting documents |
| External decision | Has a decision actually been received? | Decision reference, conditions and relevant dates |
| Ongoing follow-up | Who owns each condition or review action? | Named owner, evidence location and review date |
Only disclose information necessary for the review. A Director's oversight view does not automatically require access to every underlying clinical document.
Synthetic example: prepared is different from decided
A fictional Tasmania team has assembled its supporting documents. A staff member marks the preparation task complete while the external decision remains outstanding.
Ask the supplier to show both facts at once. The incoming reviewer should see that the preparation owner finished their action and that a separate follow-up is still open. Then add a fictional decision containing a condition. The reviewer should be able to identify the condition's owner and locate evidence of the subsequent action.
Finally, ask another team member to repeat the review without the original preparer present. Record any answer that depends on personal recollection as an evidence or ownership gap. This is a useful purchasing test even when the team currently uses spreadsheets.
Retain the Commission record separately
State authorisation and Commission reporting have distinct purposes. The Commission's implementing-provider guidance explains its current reporting requirements and October 2026 portal arrangements. Keep the relevant plan, decision and official submission references identifiable across the handoff.
Evaluate NDPRO against the Tasmania example
NDPRO focuses on operational oversight for behaviour support practices. In a walkthrough, ask to see how the current product records responsibilities, authorisation evidence and follow-up. Confirm whether the available fields and permissions fit your process. NDPRO does not replace the Senior Practitioner's application process or issue an authorisation.
What can you inspect in an NDPRO walkthrough?
In a 30-minute walkthrough, review a fictional participant pathway with BSP milestones, key dates and the status of later-target requests. Inspect the RP overview's recorded authorisation and expiry fields and follow-up flags. You can also review supervision cadence and session-log screens, individual capability assessment and review status, and the available capability PDF report options.
These views support a discussion about how your practice organises work. Internal target requests do not grant regulatory extensions, and authorisation records do not replace decisions made through the relevant state process. Ask us to demonstrate the exact workflow and output your team needs before relying on it.
